International Certificate of Competence for Operators of Pleasure Craft (ICC)
If you are looking to charter a boat abroad soon, you may be looking for the ICC? This card is issued to suitably trained persons through the offices of the Irish Sailing on behalf of the Irish Government.
The entry criteria for an ICC application is:
- some keelboat/cruiser experience
- a working knowledge of buoyage, navigation, Colregs, etc.
- It is recommended that the applicant is either a boat owner or a regular crew member, although this is not compulsory.
The International Certificate for Operators of Pleasure Craft for users of pleasure craft was established under resolution No. 40 of the Working Party on Inland Water Transport for the United Nations Economic Commission for Europe.
The aim of the ICC is to provide boat owners and people wishing to charter boats abroad with an internationally recognised document certifying their competence to skipper a boat for recreational use.
Howth Yacht Club is hosting an ICC course this March, welcoming both HYC Members and non-members to attend.
The course will be held over 3 evenings, with the practical element being held at the weekend. We ask that participants be free both Saturday and Sunday as the weather can often play a part as to when the practical can take place.
Given the weather conditions the practical will be discussed between the group and decided upon whilst attending the theory sessions.
Dates: Theory 21st, 22nd, 23rd, 24th October 2024 from 19:15 in HYC Clubhouse, with the practical being held on 26th or 27th October (weather dependant).

Please Note:
The International Certificate of Competency is not a training course, and the Direct Assessment procedure is only suitable for sailors or powerboaters who have significant previous experience and the required competencies.
For those who are less experienced or wish to learn the required skills it is recommended to undertake a training course prior to your application for an ICC. You can speak to a member of the HYC team on this by contacting quest@hyc.ie. Certificates issued on successful completion of certain courses from these schemes can also be used to apply for an ICC.”
